LEGAZPI CITY, Philippines—Former Chief Justice Reynato Puno on Friday warned of the “darkness” threatening the democratic foundations of the country.

“A government run only by a few is a democratic failure as there is the exclusivity of the elite to govern the country,” said Puno, who keynoted the Freemason’s annual convention that opened Ibalong Centrum and Recreation (ICR) here on Friday.

President Benigno Aquino III has declared May 9 a special non-working holiday, Malacañang said Wednesday.

“May 9, Election Day, is a special non-working holiday per Proclamation No. 1254 signed by President Aquino on April 25, 2016,” Communications Secretary Herminio Coloma, Jr. said in a text message to reporters.

MANILA, April 25 - A Palace official on Sunday denied that the Philippines is trying to pressure China over an arbitration of the South China Sea disputes.

Chinese Foreign Minister Wang Yi described the Philippines’ move to present its case against China to the Permanent Court of Arbitration in The Hague as "either political arrogance or legal prejudice”.
