Federal Movement intensified

Usec. Peter Lavina, deputy cabinet secretary for citizens’ participation bared, “Malacanang propose creation of Consultative Commission (CONCOM) to draft proposed revisions of the 1987 constitution adopting federal-parliamentary system.’

Lavina added, the CONCOM composed of constitutional experts and leaders of business and civil society “will submit draft federal-parliamentary constitution to Congress who will convene as Constituent Assembly.”

Moro National Liberation Front (MNLF) was represented by Atty. Randolph Parcasio, chief legal counsel of Chairman Nur Misuari. He emphasised the need for unity among the Moro people. “Moro people need to join hands with Lumads and Christian Settlers under one Mindanao state,” he stressed.

Workshop on issues relevant to federal-parliamentary system showed the participants want five states for the country. These include Northern Luzon, Southern Luzon, National Capital Region, Visayas and Mindanao. Bigger states ensure economic viability.
